Pakistan Unveils Advanced Aircraft and Rocket Programs at Military Technology Parade








 During the March 23 Pakistan Day Parade held in the capital, Pakistan's military proudly exhibited its latest defense capabilities, unveiling a series of cutting-edge aircraft and rocket projects. Among the showcased equipment was the Haider platform, representing the first locally produced VT-4 main battle tank, which made its debut appearance. This tank, part of the pilot production batch unveiled earlier in March by the state-owned armored fighting vehicles manufacturer Heavy Industries Taxila, marks a significant milestone in Pakistan's defense manufacturing capabilities.




Moreover, Pakistan showcased the long-range HQ-9/P surface-to-air missile system, making its inaugural appearance. This missile system, supplied by China and entering service in 2021, boasts a range of 125 kilometers, adding a formidable layer to Pakistan's air defense architecture. KMW buys Armoured Vehicle Manufacturer


BONN — German tank maker Krauss-Maffei Wegmann (KMW) has reached an agreement with the EDAG Group to take over its production of armored civil vehicles.
KMW announced the deal Jan. 23, saying the purchase of the German automotive development specialist still requires approval by the cartel authorities.
The acquisition is a move by KMW to strengthen its role in the market for protected military wheeled and tracked vehicles using EDAG’s technologies, as well as developing activities in the highly protected civil vehicles sector.
The acquisition also complements KMW’s strategic activities to establish itself in Central and South America. EDAG manufactures its protection systems at sites in Ingolstadt, Germany, as well as a facility in Mexico.
“The extension of our numerous protection activities through the EDAG protection branch is a logical step and, with a view to the site in Mexico, a consistent continuation of our Central and South America strategy,” Frank Haun, chief executive and president of KMW, said in a press statement.

Nexter signs multi layer Ammo deal with France


PARIS — Nexter Munitions has signed a multiyear contract worth an initial 138 million euros ($178 million) with the Direction Générale de l’Armement (DGA) procurement office to develop and produce large caliber ammunition, the Ministry of Defense said.
The first tranche order is worth 138 million euros, with conditional tranches to be placed, a DGA spokesman told journalists.
Under the contract, signed Dec. 30, Nexter will be responsible for development, qualification and production of 100mm shells for the Navy, and 105mm, 120mm and 155mm for the Army, with delivery in stages to 2019, the ministry said in a Jan. 19 statement.
Nexter has been anxious to seal a munitions deal as there was concern over workload for its ammunitions factory at La Chapelle, near Bourges in central France.
The contract reflected a response to the operational needs of the forces, based on recent lessons learned, and was intended to support critical industrial capacities, the DGA statement said.
“The visibility afforded to Nexter Munitions allows the company to adapt its industrial capability and to increase its competitiveness in export markets,” the DGA said.
Nexter Munitions has annual sales of 160 million euros, of which exports account for about 20 percent, the DGA said.
“This package contract covers the Armed Forces' requirements for large-caliber ammunition and gives France guarantees regarding the short and medium-term sustainability of the business of its supplier, Nexter Munitions, for both development and production of large- caliber ammunition,” the company said in a statement.
“The multi-annual nature of the supply contracts also ensures better price control in an extremely competitive global market,” Nexter said.
The orders covers development and qualification of 155/52-caliber illumination and smoke shells, supply of modular charges for Caesar artillery, supply of explosive 120mm cartridges for the Leclerc tank, and 105mm practice cartridges for AMX 10R CR armored vehicles.
The deal also restarts production of 100mm cartridges for the French Navy, Nexter said.
Nexter had shown interest in the Munitions Acquisition Supply Solution contract signed between BAE Systems and the British Ministry of Defense in 2008, which guaranteed a long-term supply at an agreed price, and allowed a reorganization of industrial facilities.

N. Korea Military Pledges Support for New Leader


SEOUL, South Korea - North Korea's powerful military has held a mass rally to pledge loyalty to the country's new chief Kim Jong Un, vowing to become "rifles and bombs" to protect him, official media said Jan. 10.

The North also announced a rare amnesty for prisoners as the untested, young leader tries to build support.
Service members promised to "become rifles and bombs to serve as Kim Jong Un first-line lifeguards and Kim Jong Un first-line death-defying corps", the official KCNA news agency said.
The regime moved quickly to proclaim Kim, aged in his late 20s, as its new chief after the sudden death of his father and supreme leader Kim Jong Il on Dec. 17.
Kim Jong Il had appointed the son, who is ranked a general but has no known active military experience, as supreme commander of the 1.2 million-strong military.
On Jan. 8, state media showed Kim Jong Un driving a tank and giving orders to artillery, navy and air force units in an apparent attempt to bolster his credentials with the world's fourth-largest armed forces.
KCNA said armed forces chief Ri Yong Ho read the pledge of loyalty to Kim at the Jan. 9 rally in Pyongyang of the three branches of the military, which ended with a march past.
The message pledged to "wipe out the enemies to the last one if they intrude into the inviolable sky, land and seas of the country even 0.001 mm", it said.
The rally paid tribute to the "unswerving Songun will" of the new leader, a reference to an army-first policy which prioritizes their welfare over civilians in a country hit by severe food shortages.
The North separately announced an amnesty for prisoners to mark the upcoming birth anniversaries of its late leaders.
KCNA said the amnesty - the first since 2005, according to South Korea's unification ministry - would apply to "convicts" but did not give numbers or elaborate on who would benefit.
Rights groups say more than 200,000 men, women and children are held in prisons and labor camps, mostly for political and not criminal reasons.
The 70th anniversary of the birth of Kim Jong Il is on Feb. 16. The 100th anniversary of the birth of Kim's father and founding president Kim Il Sung falls on April 15.
The news agency said the decision embodies "the "noble, benevolent and all-embracing politics" of the late Kims.
The regime has vowed not to change course under its new leader and has kept up a stream of hostile commentary on South Korea.
Main newspaper Rodong Sinmun took aim Jan. 10 at a decision by the South and its U.S. ally to sign a joint plan on responding to any North Korean attacks.
An editorial described the joint plan and scheduled exercises related to it as "a conspiracy aimed at eventually triggering a war to invade the (North) with the help of a foreign power."
"The traitor Lee Myung Bak is at the forefront of fanning the madness for war," it said of the South's president.

Poland To Spend $42M on Tank Modernization


WARSAW - Poland's Ministry of Defense has set aside 138.6 million zloty ($42 million) for two contracts to modernize its T-72M1 and PT-91 main battle tanks, the Army's First Regional Logistics Base in Walcz said in a statement.
A 32.2 million-zloty deal for the overhaul of 20 T-72M1s was recently awarded to the repair plant Wojskowe Zaklady Motoryzacyjne (WZM). Of these, 10 units are to be modernized by Nov. 30, 2012, and a further 10 by Nov. 29, 2013.

"By the deadline for submission of bids, three bids were submitted for the first contract, and one bid for the second contract," the statement said.Meanwhile, the ministry has decided to rerun its 106.4 million-zloty tender to upgrade 40 PT-91 tanks after a bid submitted by Poland's biggest defense manufacturer, Bumar Group, was rejected. Under the plan, some 20 PT-91s are to be upgraded by Nov. 30, 2012, and the remaining 20 by Nov. 29, 2013.
WZM is part of Wojskowe Przedsiebiorstwa Remontowo-Produkcyjne, the country's second-largest defense group. In 2010, the Poznan-based plant reported revenues of 32.2 million zloty, up 1.2 percent over a year earlier, and a net profit of 8.3 million zloty, compared with a loss of 12.9 million zloty in 2009.
Introduced to the Polish Army in 1995, the PT-91 is a locally built, modernized version of the Soviet-designed T-72M1. Both tanks are manufactured by Bumar's subsidiary, Bumar-Labedy.
The Land Forces have about 590 T-72M1s and 230 PT-91s, according to figures from the ministry.

Austria Balks at Selling Old Tanks to Canada


VIENNA - Austria is in talks to sell 40 secondhand Leopard 2A4 tanks back to their German manufacturer after Vienna balked at the Canadian military buying them, a press report said Dec. 12.
Austrian Defence Ministry spokesman Michael Bauer confirmed only that talks with the firm, Krauss-Maffei Wegmann, were "going well, although nothing has been signed yet."
The Austrian daily Kronen-Zeitung said the Canadian military had also expressed interest in buying the 15-year-old tanks, which Krauss-Maffei will buy back for 400,000 euros ($532,300) each and then modernize.
"But that would have meant so much red tape, since the Canadians are fighting in Afghanistan, meaning that the sale would not have been approved," the paper cited an unnamed army insider as saying.
This created consternation among some partners in the NATO military alliance, although "as luck would have it" Canada decided it was no longer interested, the daily added.
The paper said Austria bought the tanks for 1.3 million euros each in 1996.

Greece Considers Free Tank Offer


ATHENS - Cash-strapped Greece is considering an offer of hundreds of redundant M1A1 Abrams tanks extended by the United States government, the Greek army said on Wednesday.
"This is a free offer," army spokesman Yiannis Sifakis told AFP.
"A delegation of officers has travelled to the United States to examine tanks in storage; we are departing on the premise of picking 400 of them," he said.
"The only cost will be that of transport, which is estimated in the region of eight million euros ($11 million)," the spokesman said.
Ta Nea daily reported that the tanks, stored in Nevada, saw action in the 1990-1991 Gulf War and were first offered by the United States a year ago. The state council on foreign policy and defence will have the final say on whether the offer is taken up, Sifakis said.
Greece is in the grip of a debt crisis that has forced the government to freeze procurement orders for tanks, frigates and fighter jets.
The country has traditionally been one of the world's heaviest defence spenders per capita owing to decades of rivalry with neighboring Turkey.
Greece has in the past bought tanks from Germany, and there have been reports that Berlin has recently tried to sell updated versions of its Leopard model.
Next year, Athens has allocated more money to military equipment orders - 1 billion euros compared to 600 million euros a year earlier - but the defence ministry will cut its running budget by 1.4 percent.

India Launches Major Land Exercise


NEW DELHI - One of the Indian Army's largest land exercises is underway near the border with Pakistan in the northern state of Rajasthan.
Code-named Sudarshan Shakti, the exercise includes more than 50,000 soldiers, 500 armored vehicles, including battle tanks, as well as Air Force fighter jets and combat helicopters.
Indian President Pratibha Patil on Dec. 5 is scheduled to review the exercises, mounted by the Southern Army headquarters in Pune.
In addition to T-72 tanks, the Russian-made T-90 and the indigenous Arjun tank are also participating.
The Air Force is fielding its Russian-made Sukhoi-30 MKI fighter jet, MiG-21 and MiG-27 fighter jets, airborne warning and control systems and UAVs purchased from Israel, and a variety of helicopters.
The exercise is being led by troops from Bhopal-based Army 21 Corps, also known as Sudarshan Chakra Corps.
The exercise is using network-centric warfare tactics that have been adopted by the Army over the last two to three years, said a senior Army official. The exercise will test the coordination between the India's air and land forces.

Austria To Sell, Scrap Two-Thirds of Its Tanks

VIENNA - The Austrian Army will sell, scrap or recycle two-thirds of its armored vehicles by late 2013, allowing it to save up to 15 million euros yearly, Defence Minister Norbert Darabos announced Nov. 23.
"We are getting rid of cost-intensive equipment which represents an expensive burden for the army and which we no longer need," Darabos said.
The number of armored vehicles, which has already seen cuts over the past four years, will shrink to 389 by the end of 2013, from 1,147.
Several models, including more than 400 Saurers dating back to the 1960s, will be scrapped entirely, while others will be recycled as spare parts for other vehicles.
Further models, such as the more modern Leopard tanks, will be put up for sale. Several governments and firms have already expressed interest, the defense ministry said.
The sales should help bring in 19 million euros ($25.5 million), although 2 million euros will go toward destroying ammunition.
Additionally, the army will save up to 15 million euros per year in maintenance through the cuts, according to the ministry.
"We need more than ever to adapt our capabilities to realistic deployment scenarios," Darabos said.
Where Austria once stood with its back against the Iron Curtain, with the prospect of a conventional war with the Soviet bloc on its doorstep, now "we face cyber threats, terrorist threats: these are the challenges of the future," he said.

Export Rules for U.S. Military Aircraft Proposed

The Obama administration has released new draft rules for the export of U.S. military aircraft and associated parts, taking one more step in its ongoing reform effort.
In July, the White House introduced draft rules that outlined how the administration plans to move items off the U.S. Munitions List (USML), which is administered by the State Department, and onto the Commerce Control List (CCL), overseen by the Commerce Department.
Items on the USML - from aircraft to generic parts and components - are all subject to the same controls. However, the CCL's controls are tailored to what the item is and where it is being exported.
This summer, the Obama administration also released details for the first category - Category VII: tanks and military vehicles - as a test case to demonstrate how such transfers could take place.
The Nov. 7 announcement about aircraft is the second category to be released, while the administration continues to work out the transfer details for the remaining categories. Military aircraft and associated parts make up category VIII of the USML.
The Aerospace Industry Association, a leading advocate for export control reform, described the announcement as a "major milestone in the ongoing effort to control more appropriately exports to our allies of sensitive technology.
"The proposed revisions to Category VIII replace vague regulatory language with greater specificity for items remaining on the USML and the creation of new, stronger controls for items moved to the CCL - a proposal that AIA made early in the Obama administration," a statement from the aerospace lobby said.
The draft rules will now be open to a public comment period during which the White House will accept feedback from industry and Capitol Hill.

No. 2 in NATO Afghanistan Training Program Sacked

KABUL - A United States general working with NATO's training mission in Afghanistan has been fired after accusing President Hamid Karzai and his corruption-plagued administration of being out of touch and ungrateful for American support.
U.S. Army Maj. Gen. Peter Fuller, deputy commander of NATO's mission to train and equip Afghan forces, was dismissed after making "inappropriate public comments," the NATO-led international force said late Nov. 4.
Fuller's comments made public some of the frustrations expressed privately by U.S. and other foreign military officers and diplomats about working with Karzai and his government.
In an interview published by news website Politico on Nov. 3, Fuller said Afghan leaders did not fully recognize the human and financial cost borne by the United States in Afghanistan and were "isolated from reality."
He also directly criticized Karzai after the president said last month that Afghanistan would support Pakistan if Islamabad ever went to war with the United States.
"Why don't you just poke me in the eye with a needle?" Fuller said of Karzai's comments.
"You've got to be kidding me... I'm sorry, we just gave you $11.6 billion and now you're telling me, 'I don't really care?' " He added: "When they are going to have a presidential election, you hope they get a guy that's more articulate in public."
U.S. Marine Gen. John Allen, commander of the NATO-led International Security Assistance Force (ISAF), said the remarks did not reflect the state of the international force's relationship with Karzai's administration.
"These unfortunate comments are neither indicative of our current solid relationship with the government of Afghanistan, its leadership, or our joint commitment to prevail here in Afghanistan," Allen said in a statement.
"The Afghan people are an honorable people and comments such as these will not keep us from accomplishing our most critical and shared mission - bringing about a stable, peaceful and prosperous Afghanistan."
U.S. Defense Secretary Leon Panetta fully backed the decision to dismiss Fuller with immediate effect, spokesman U.S. Navy Capt. John Kirby said.
A spokesman for ISAF in Kabul, U.S. Navy Lt. Gregory Keeley, said it did not have any information on whether Fuller would be leaving the military or redeploy to another role.
Last year, U.S. Army Gen. Stanley McChrystal, then commander of international troops in Afghanistan, was dismissed by President Obama over comments made by him and his aides about senior political leaders to Rolling Stone magazine.
NATO's mission to train and equip the Afghan army and police to take increasing control of security after foreign combat troops leave in 2014 is seen as one of the most important parts of the military effort in Afghanistan.
Afghan security force numbers have increased significantly in recent years, growing from around 190,000 in late 2009 to about 305,000 today. That figure is due to rise to 352,000 by November next year.
But problems persist, including poor literacy and questions over issues such as cronyism.
News of Fuller's sacking emerged as U.S. Army Lt. Gen. Daniel Bolger on Nov. 5 took overall command of NATO's training mission in Afghanistan from U.S. Army Lt. Gen. William Caldwell, who has completed a two-year tour of duty.
Elsewhere in the interview, Fuller used an unusual analogy to illustrate how he had to tell Afghan officials why they could not have equipment like F-16 fighter jets and tanks.
"You can teach a man how to fish, or you can give them a fish," said Fuller.
"Were giving them fish while they're learning and they want more fish! [They say] I like swordfish, how come you're giving me cod? Guess what? Cod's on the menu today."
He added that one unidentified Afghan figure had told him he only wanted tanks so he could use them in parades.

At 9 O’clock in the Amartasar cantonment the commanders of three divisions were busy in a meeting, there faces were shining due to happiness. The latest report from the Pakistani side of border was in front of them, there was no sign of movement of Pakistani forces, meaning the court was clear for them to play. The above mentioned secret report was forwarded to General Chauhdary in New Delhi, as soon as the report was received an emergency meeting was called in Camp Office of Indian Prime Minister Shastri, the mysterious activities were already going on here. Everyone’s face was showing signs of tensions as they were waiting for some report anxiously.
Indian Tanks Captured by Pakistani Forces
As soon as General Chauhdary arrived the doors of the conference room were closed, the persons waiting outside were silent in spite of having a crowd present there. No one was ready to look into each others eyes, suddenly the door of the conference room opened, General Chauhdary, Secretary Defense Chawan and Defense Minister Gulzari Laal Nanda came out together. Gulzari Laal told the staff present outside happily that Prime Minister has signed the orders to attack Pakistan at once, now by the grace of Bhagwan/God the problem of Pakistan will be buried for ever along with Kashmir.
The Secretary of Information Ministry met the Shastri along with the prepared notes for headlines of tomorrow’s newspapers and script for the special bulletin of radio Aakashwaani. There was only one news report, “Indian army has captured Lahore without any big war/fight, on few places the continued resistance by Pakistani forces is being reported which will be crushed soon. General Chauhdary has left a message in the name of nation that on the evening of 6th September he will drink in the name of victory in Lahore Gymkhana Club and will inform the nation about the future of Pakistan as decided by Prime Minister.”

It was not dawn yet, the cold air was forecasting the changing weather, this was the last quarter of the night between 5 and 6 September. The infantry troops of Indian army were forwarding towards Pakistani border singing songs and happily followed by APC’s and Tanks. Nothing was audible in this noise of armored vehicles. Than what were the reasons behind the confidence of Indian army? Were they informed through trustworthy resources that there will be no Pakistani forces to resist them? In order to get the answers to all such questions a big commission should be formed, after complete investigations nation should be informed about the actual situation and conspiracy. People demanding investigations in Kargil war, or disclosure of reports over the fall of Dhaka, why they do not demand the investigative commission over 1965 war? Who is the big traitor of Pakistan behind this conspiracy who could not allow an open investigation?
According to the orders given to Indian army by High Command they had to capture the BRB canal before the sunrise, than they had to move towards Lahore through Mehmood Booti root and capture Badaami Bagh, afterwards troops had to move forward north and capture Ravi bridge. The central part of the attacking Indian troops had to capture Pakistani troops lying within their quarters. The core of General Harbakhash Singh including 3 division and 2 brigades of Armored Personnel Carriers was given responsibility for this fast victory. After fall of Lahore the second big attack was planned over Sialkot. Moreover Sambrial, Gujranwala and Wazirabad were to be captured as well. Why New Delhi was so much confident about its plan, obviously there were some reasons behind this, some conspiracies with the help of Pakistani traitors were going on.

This is true that due to the war with China in 1962 America and followers had provided heaps of weapons to India, soviet union was also providing India with lethal weapons due to its disputes with China. Neither Indian army had shortage of manpower nor of weapons, while Indian army officers were trained from British Military Academy, most of them had participated in the 2nd world war, they were aware that what is war and how it is fought. But here the case was different, Indian army was not going to fight a war but to make a history of very disgusting conspiracy. The links of this conspiracy were spread from head of Foreign Ministry of Pakistan to Washington, however the soldiers of Pakistan army drew a line with their blood and made it impossible for Indians to cross this line.
Here I would like to mention a little about 1962 China-India war and cunningness of Hindu forces, this will be helpful in understanding the 1965 war. Because Indian children are being thought this mutilated history that China showed aggressiveness and captures Indian areas, but according to historical facts, in 1951 America signed a defense treaty with Pakistan and in 1958 at the time of its renewal India started propaganda that Pakistan will utilize the weapons given by USA against India. On this USA assured India that this will not happen and if this happened USA will take practical measures against Pakistan. The reason behind Indian propaganda was that India had planned to cut of China from areas neighboring to Kashmir and India was afraid that during India-China war Pakistan may attack India
On 12 October 1962 Jawahar Laal Nehru told Indian parliament that he has ordered his army to, “push back Chinese forces out of disputed areas”. The newspaper from New York, Herald Tribune published this as a formal announcement of war on 15 October while British newspaper published this as a warning of Nehru to China. As soon as Indian forces attacked China, US and British cargo planes got busy in piling weapons into India or in other words an aerial bridge of weapon supplies was established. On this few members of US Congress protested against this and criticized that India has attacked China so USA is not bound to provide support to India. On this American Joint Chief of Staff General Maxwell in a secret meeting confirmed that India has attacked China but it is necessary to backup India for safety of USA. Lets come back towards today’s topic, Indian army forwarding towards Pakistani border was dead assured that no Pakistani forces will be present in the area to resist. According to the drivers of American jeeps (one of them was identified as commandant of Indian infantry unit while other two were also officers of Indian army) had reported that their were no signs of Pakistani army over the border. While the Pakistani foreign ministry was repeatedly telling the govt. that we had to show the world that Pakistan and Pakistani forces are peaceful and away from borders even in such intense situation. In contrast to this Pakistani army keeping in view the movements of Indian army across the border had deployed few units in civil trucks with light weapons on the border. As soon as Indian soldiers entered into Pakistani territory they were welcomed by Pakistani bullets. They were not ready for such attack, they thought they had been trapped and lost their nerves. In the first attack uncountable Hindu soldiers were killed while a big number of them laid their weapons, the driver of American jeeps was also one of them (how many good deeds of Americans we can deny, they had done so much to show their friendship towards Pakistan). After this Indians attacked a full attack with the help of the APC’s and tanks but Pakistani soldiers had built such a strong defense line with their blood that in spite of repeated attacks and modern American weapons India had to lick the dust.
After this India decided to use its air force and on 7th of September proud of Pakistan, M.M. Aalam downed 5 Indian hunter plains just in one flight with the help of his fighter jet F-86 over Lahore. Uncountable Lahori people witnessed this scene by standing over their rooftops. This destroyed the morale of Indian air force to such extent that they did not dare to look towards Lahore again. However Pakistan air force dropped personnel from special services group on Indian airports Pathan Kot, Adampur, and Halwara, they without caring for their life destroyed ready to flight Indian fighter jets. In spite of capturing Lahore as planning and conspiracy of India, she had to loose 1617 square miles of its area. Hundreds of Indian soldiers were made Prisoners of War.
In this 17 day long Pak-India war, India had to face severe international criticism. This was not something usual, India had to second go to world powers for cease of war after China taught it a lesson. Pakistan made India to lick the dust in spite of getting afraid of its ten times bigger army. But alas! The defenders of Pakistan defeated the conspiracy to disintegrate Pakistan in 1965 by giving up their lives, but at least in 1971 the traitors succeeded. If we had conducted fair trials of the traitors of 1965 war of unveiled the culprits of this conspiracy the tragedy of 1971 could have been stopped. Now the situation in Pakistan would have been much different. We accept at that time the disgusting game against Pakistan was hidden and there was no free media to unveil the traitors. But the shameful fact is that same internal traitors are busy in conspiracies, like the past USA is busy in conspiracies against Pakistan in the disguise of friend and the traitors present within us are agents of US. In order to tackle these conspiracies and defeat these traitors it is necessary to unveil the conspiracy behind 1965 war…

Venezuela's Chavez Thanks Russia for Tanks


CARACAS - Venezuelan President Hugo Chavez thanked Russia on Aug. 17 for its sale of 25 tanks and other arms to the South American country, saying they were needed for "defending our sovereignty."
"These arms from Russia, now in Venezuela, will be for defending our sovereignty. Thanks to Russia. A round of applause for Russia," he added, to applause, speaking at a military ceremony to receive the arms.
"I want to thank (Russian) President Dmitry Medvedev and Prime Minister (Vladimir) Putin for these weapons manufactured in the Russian Federation, in sister Russia," Chavez said in a message broadcast by state TV.
The Venezuelan military received 25 tanks and hundreds of other weapons, according to generals present at the ceremony.
Between 2005 and 2007 Venezuela reached deals to buy $4 billion worth of arms from Russia, including Sukhoi fighter jets, combat helicopters and guns.
The Chavez government also secured a $2.2 billion loan in 2010 to purchase Russian T-72 tanks and an undisclosed number of S-300 antiaircraft missiles.
Chavez, a leftist firebrand who often rails against the "imperialist" United States, said Venezuela needed to guard its vast oil and mineral wealth. "We do not seek war with anyone, but we have to defend our country."

Chinese Troops Join Pakistan Exercise

NEW DELHI - The Pakistan Army has included Chinese troops for the first time in exercises that were conducted along the border with the Indian states of Punjab and Rajasthan, Indian Defence Ministry sources said.
The 101 Engineering Regiment of China's People's Liberation Army is taking part in the exercises, the sources added. No Defence Ministry official has publicly commented on the exercises, but Indian Army officials privately have expressed great concern.
Indian military strategy calls for the capability to fight Pakistan and China simultaneously. While Indian defense officials admit India will spend $100 billion in the next 10 years on weapons and equipment, military analysts here say that figure could well reach $150 billion, given plans to prepare for both Pakistan and China.
New Delhi claims China has been helping Pakistan build its nuclear arsenal along with delivery systems. Pakistan buys a variety of weapons, aircraft and equipment from China, including airborne warning aircraft, fighter jets and precision-guided munitions.
Recent sales of Chinese conventional weapons to Pakistan include JF-17 fighters along with production facilities, F-22P frigates with helicopters, K-8 trainer jets, T-85 tanks, F-7 aircraft, small arms and ammunition. Pakistan also is seeking to buy 36 Chinese-made J-10 fighters.
Pakistan also has sought Chinese help to build nuclear-capable missiles near Rawalpindi, Indian Defence Ministry sources said.

German Party Sues Government on Saudi Tank Deal

BERLIN - Germany's opposition Green party is taking the government to court over a reported secret deal to sell hundreds of tanks to Saudi Arabia, a party spokeswoman said Aug. 1.
"A suit brought by the members of parliament Christian Stroebele, Claudia Roth and Katja Keul was filed on Friday" with the Constitutional Court, the spokeswoman added.
The Greens, who oppose the reported deal, have asked the court to rule on whether the government is entitled to grant an export license for the tanks without informing parliament.
Press reports recently suggested that Saudi Arabia would be buying 200 Leopard-2s, Germany's main battle tank, which is also produced under license in Spain, for a multibillion-euro sum.
Chancellor Angela Merkel and her government have refused to comment on the reports, saying such matters are confidential and decided by the federal security council, a panel that rules on arms exports and is chaired by the chancellor.
"Deliberation and decisions by the federal security council are secret for good reason," Merkel has told the press.
For decades, Germany has declined to sell such heavy weapons to Saudi Arabia because of concerns over human rights and fears for Israel's security.
Opposition politicians and even some members of Merkel's ruling center-right coalition have slammed the reported tank sale, particularly in light of pro-democracy uprisings throughout the Middle East.

3 U.S. Weapons Move Toward Frontlines


A lighter 60mm mortar is gun-up, new tank ammo is loaded but in a tactical pause, and the lightweight .50-caliber machine gun is clearing a considerable jam. Such is the status of three key weapon and munitions programs by the U.S. Army.
The service awarded ATK a $77 million, three-year contract to develop and qualify the M829E4 120mm Advanced Kinetic Energy tactical tank round, a 5th-generation munition meant to be much more lethal against faraway targets with advanced explosive reactive armor.
"This round provides added kill capability without added responsibility," said Craig Aakhus, ATK's engineering director for tank ammo.
But its greatest threat may not be on the battlefield. Congress in the 2011 National Defense Authorization Act ordered a cost-benefit analysis of future M1 Abrams munitions "to determine the proper investment to be made in tank munitions, including beyond-line-of-sight technology." The analysis will address predicted operational performance of each munition in close-, mid- and long-range uses, and beyond line of sight, and must include the Advanced Kinetic Energy round, as well as the Mid-Range Munition and Advanced Multipurpose Program.
The analysis was due by April 15, but the Army was allowed to push that back. Service officials did not respond when asked when the new report would be presented.
Jeff Janey, ATK's director for strategy and business development, was confident that the round's "leap ahead in capability" will more than cover its "incremental cost increase."
Since 1980, ATK has developed 10 of the 12 tank rounds and delivered more than 4 million tactical and training rounds to the Army, Marines and allied militaries.
ATK demonstrated in Phase I of testing that the Advanced Kinetic Energy round can meet all threshold requirements. Reliability will be put to the test over the next 31 months, with a critical design review coming about 20 months in. A low-rate initial production of 800 rounds will follow Phase II, with live-fire tests at Yuma Proving Ground, Ariz. If all goes according to plan, production of about 4,200 rounds will begin in the summer of 2014.
Still, the armor force of the future remains in a confusing quagmire. On one hand, there is much debate as to where - and in what quantity - tanks fit into future operations. Military and congressional leaders alike have increasingly pushed for an expeditionary Army centered on low-intensity, counterterrorism and counterinsurgency operations, with fewer heavy forces sitting in a peripheral stand-by.
The Combat Vehicle Portfolio review stands as the primary factor for finding the right force. The Army this summer asked Congress to divert $124.5 million slated for a materiel development decision for the Abrams tank until the review is completed, which is expected at any time.
The Army also looks to save money by shutting down tank production lines for the first time since 1941.
Chief of Staff Gen. Martin Dempsey, at a May 18 Senate subcommittee hearing on defense appropriations, said though shutting down the plant and losing that "expert force" has undeniable costs, budget considerations required it, particularly since the Abrams inventory "is among the most modern of any of our equipment," with an average age of just over two years old, and keeping the plant open with minimum production was not fiscally responsible.
The House Appropriations defense subcommittee didn't agree; it added $272 million to the Army's budget request and ordered the service to buy more tanks. In addition, 120 lawmakers in May signed a bipartisan letter arguing the Army would save more money keeping the production line open rather than closing it and paying the associated costs. It will cost General Dynamics $380 million to shut down the plant and mothball the equipment, and an additional $1.3 billion to restart production, said Mike Cannon, General Dynamics' senior vice president for ground combat systems.
At the proposed end of production in 2013, the Army's tank fleet will include 1,547 M1A2 System Enhance Package tanks, mostly fielded to active units, and 791 M1A1 tanks, all fielded to National Guard units.
The Army in July also asked for an extra $31 million for the Abrams Upgrade Program. The tanks are experiencing greater-than-expected washout rates in regard to gun tubes, engines, transmissions, final drives, high hard armor plates in the sponson area, ammunition doors and rails.
GUNS, MORTARS
Low-rate initial production of 800 XM806 lightweight .50-caliber machine guns started in February. A pierced primer during limited user testing halted progress, said Lt. Col. Thomas Ryan, product manager of crew-served weapons for Program Executive Office Soldier. Delivery, which was expected by 2014, is now delayed 17 months.
While no one likes a delay, finding this fault early in the process has allowed the Army to build a more reliable and durable weapon, Ryan said. The service dropped an additional $45 million on a re-engineered bolt, adjustments to the fixed head space and new tests. Officials have put 300,000 rounds downrange and the results have been strong.
The XM806 cuts the weight of the 128-pound M2 by half and reduces recoil by 60 percent. It also boasts an effective range of 2,000 meters, 170 better than the M2. The machine gun, which has a manual safety, allows for quick barrel changes that do not require adjustments for head space and timing.
Relief also is on the way for the A-gunner tapped to carry the tripod. The XM205 weighs 13 pounds less than the 44-pound M3 now being carried. The XM205 collapses to less than 50 percent of deployed height.
Trigger pullers aren't the only ones getting some relief. The 1st Special Forces Group in Fort Lewis, Wash., has become the first unit to receive the latest M224A1 60mm Lightweight Company Mortar System. The new mortar knocks 20 percent off its predecessor's 46-pound weight while maintaining its max range, which is better than two miles. This was made possible by cutting out a few components and using a nickel-based super alloy called Inconel to make cannon tubes. The material is lighter, more durable, and needs less maintenance, officials said.
The Army will replace all 1,550 of its 60mm mortars with this new system by 2014, officials said. Ë
