Sweden to consider Gripen Upgrade-------------Defense News


HELSINKI — Sweden’s government is expected to examine in the spring an Armed Forces Command (AFC) proposal covering a possible $5 billion upgrade for the Air Force’s 100 JAS Gripen multirole fighters.
The Ministry of Defense (MoD) has sought a cost appraisal from Saab, although the company says that it has not yet submitted a formal costing to the government.
The Gripen upgrade proposal was contained in the AFC’s proposition to the government in March 2011. This outlined how Sweden’s Air Force and air defenses could best be developed after 2020. The AFC’s submission noted that a decision on the Gripens was needed in order to plan for either upgrading or replacing the aging aircraft, adding that funding for a new project should begin to be incorporated into the annual defense budget no later than 2015.
The AFC is proposing to upgrade and develop an E/F version of the Gripen to ensure the fighter maintains its technological development capability and continues to operate up to 2040, and possibly beyond.
Avionics, sensors and radar will form a key part of any upgrade, as will improving the aircraft’s weapons-carrying capability and fuel tank capacity. Some 20 possible new configurations for a Gripen E/F version are being examined by Saab, the AFC and FMV, Sweden’s defense materials central procurement agency.
The upgrade proposal is regarded as a more cost-efficient option than funding a new fighter replacement program. The AFC advocates that the Air Force’s stock of C/D version Gripens be upgraded on a phased basis to spread the total cost over a five- to 10-year budgetary period.
The AFC views the impending government decision, which it anticipates will be made in March, as the most critical funding issue facing Swedish defense. A significant factor will be the AFC’s improved working relationship with government. This was underlined in 2011 when the MoD approved $900 million in new funding to strengthen the attack and tactical helicopter capability of the Air Force and Army by acquiring 15 Sikorsky Black Hawks.

Poland spent Around half a Billion on Afghan Missions


WARSAW — Poland spent 2.02 billion zloty ($606 million) on arms for its military mission in Afghanistan from 2007 to 2011, Jacek Sonta, the spokesman for the Ministry of Defense, said in a statement.
Poland spent the most in 2010 at 925.6 million zloty for new gear, and the least in 2008, at 125.5 million zloty, the spokesman said.
Since April 2007, when the country increased its military presence in Afghanistan from 150 to 1,200 troops, the Polish Ministry of Defense has launched a series of arms procurement programs, dubbed “the Afghan package.”
The purchases include 8,400 assault rifles, radio communication systems, 10 Israeli-made UAVs, C4ISR systems, five Russian-built Mi-17 transport helicopters and a wide range of munitions.
A significant portion of Poland’s 380 Rosomak armored modular vehicles was also deployed to Afghanistan. The eight-wheel-drive Rosomak is made by Polish state-owned manufacturer Wojskowe Zaklady Mechaniczne Siemianowice under a license from Finland’s Patria.
In 2009, Poland’s military took over responsibility for the troubled Afghan province of Ghazni. A year later, the Polish force in Afghanistan was increased to 2,600 soldiers, making it the fifth-largest among NATO states present in the country.
Poland plans to withdraw all combat troops from Afghan soil by the end of 2014 along with the remaining NATO forces. Over the past five years, 37 Polish soldiers were killed while on duty in Afghanistan.

Eurocopter Eyes Brazil Export


RIO DE JANEIRO — Helicopter-maker Eurocopter wants its Brazilian affiliate Helibras to develop and build aircraft for export to the world by 2025, the company’s CEO said in an interview published Jan. 25.
“In 2023 or 2025 we will begin to have models designed in Brazil, built in the country and that will be sold on the world market,” Lutz Bertling said in the interview with the business daily Valor.
Currently, Eurocopter helicopters are designed in Europe. A Brazilian factory in Itajuba, Minas Gerais, only assembles Ecureuils helicopters.
Brazil is the only country in the BRICS group of emerging powers — Brazil, Russia, India, China and South Africa — that does not have a helicopter industry, said Bertling. Eurocopter, a subsidiary of the European aeronautics giant EADS and the world’s top manufacturer of civilian helicopters, “wants to become the national helicopter maker of Brazil,” said Bertling.
The company has invested 186 million euros ($241 million) in a new factory at Itajuba, which is scheduled to open in February or March and begin production by mid-year.
The expansion was part of a 2008 contract to sell 50 EC725 helicopters to the Brazilian military, which calls for the first 16 to be built in France and the rest in Brazil.
Eurocopter sees a promising future in the Brazilian market and is pursuing some big deals, according to Valor.
The Brazilian police have announced plans to buy 100 helicopters and the private sector demand is expected to rise with the country hosting the 2014 World Cup and the 2016 Olympic Games in Rio.
“Even without big events, Brazil is one of the helicopter markets with the fastest growth in the world,” said Bertling.
Eurocopter announced Jan. 24 in Paris sales of 5.4 billion euros ($7 billion) in 2011, up 12.5 percent over the previous year.

Austrailian Black Hawks resume Sorties


MELBOURNE — Australia’s fleet of Black Hawk combat helicopters returned to the skies Jan. 24 after being temporarily grounded Jan. 20 over safety concerns surrounding fractured bolts.
The defect was found during routine maintenance of an Army S-70A-9.
The defective bolts were found on the drive shaft between the engine and transmission, and a fleetwide suspension of flying was ordered following concerns that all power could have been lost to the engine if the bolts failed entirely.
The Black Hawk is a twin-engined helicopter.
The only helicopters allowed to operate during the period were three assigned to Joint Task Force 631 in Timor Leste to provide emergency aero-medical evacuations for International Stabilization Force personnel if required.
The Royal Australian Navy’s 16 S-70B-2 Seahawks were not affected by the grounding order.
Speaking at the time, Col. Stephen Evans, acting director general Aviation, said, “The precautionary suspension will remain in place to allow an investigation into the cause of the fracture to be completed.”
During the investigation, Chris Clapperton, director of Maritime and Asia Strategies for Sikorsky Aerospace Services, noted, “The bolt that failed is a general aviation hardware bolt that is not manufactured by Sikorsky; we are assisting the Australian Army with their investigation into the cause of the failure.”
In an announcement that flying would resume Jan. 24, Maj. Gen. Michael Slater, commander of Forces Command (Army Operational Airworthiness Authority), said, “The engineering investigation has indicated the defective bolts were confined to a single manufacturer’s batch and were not a fleetwide issue. The defective batch of bolts has been quarantined from use.
“The precautionary suspension has been lifted following airworthiness advice from the Technical Airworthiness Authority. The suspension demonstrates Army’s commitment to safety. The temporary safety precaution was affected while a thorough engineering investigation was carried out following discovery of the defective bolts.”
Australia has 34 Black Hawks, including the three in Timor Leste, but the type is being replaced by the European MRH 90 Multi-Role Helicopter, being assembled in Australia by Eurocopter subsidiary Australian Aerospace.

U.S. Navy Document Plans Carrier Air Wings’ Future


The U.S. Navy’s carrier air wings of tomorrow will look very different from today’s, according to a new document produced by the sea services.
By 2032, the Navy’s fleet of F/A-18E/F Super Hornet fighters and new EA-18G Growler electronic attack jets will have begun to be replaced by new types, a new document called Naval Aviation Vision 2012 says.
The Navy will consider manned, unmanned and optionally manned aircraft to replace the long serving Rhino, as the F/A-18E/F is known to carrier deck crews. The Super Hornet will begin to reach the end of its service life around 2025 and must be replaced. The document says a competitive fly-off will be held at some point in the future.
The Super Hornet-derived EA-18G will also start being replaced by a new aircraft, but the document offers no further details.
Additionally, a new Unmanned Carrier Launched Surveillance and Strike (UCLASS) is to be integrated onto the carrier deck around 2018 — possibly with four to six planes embarked. The aircraft could make use of technologies developed by the X-47B program. The Navy document calls for “balanced survivability” so that the unmanned strike plane will be effective in “specified tactical situations.”
The F-35C will serve alongside these prospective aircraft.
But the Navy isn’t going to stop with replacing just its fixed-wing assets, as the document calls for the wholesale replacement of its helicopter fleet.
The MH-60 helicopter fleet will be supplanted by a new rotary-wing aircraft. The Fire Scout unmanned helicopter will also be replaced as will the MH-53E Sea Dragon counter-mine and heavy lift helicopter. In the case of the MH-53E, a replacement aircraft needs to be operational by 2026, the document says.
The Marines will get a Cargo Resupply Unmanned Aerial System (CRUAS) by 2032, and the service’s entire fleet of tactical remotely operated drones will be replaced. The Navy will continue to fly the Broad Area Maritime Surveillance version of the Global Hawk unmanned plane in 2032.
The training aircraft fleet will look similar to today’s, the document says. The T-6 and T-45C will soldier on, as will the TH-57 training helicopter. But the T-44 and TC-12B multi-engine turboprop trainers will be replaced with a new aircraft. The Marines’ C-20 and Navy’s C-26D and UC-12 fleets will also be replaced. As well, a new plane will take the place of the C-2 Greyhound carrier onboard delivery plane starting in 2026.
Nor has the Navy forgotten about its fleet of F-5 and F-16 aggressor aircraft. A replacement aggressor aircraft is envisioned for 2025, according to the document.

U.S. Army To Begin Apache Block III Testing


The U.S. Army will begin operational testing of its new Block III version of the AH-64D Apache helicopter gunship in March, a service official told reporters Jan. 12.
"We're got the initial operational test and evaluation - the IOT&E - is taking place in March," said Col. Shane Openshaw, the Army's program manager for the Apache, at a luncheon hosted by Boeing. "The results of that will feed analysis and ultimately support a full-rate production decision that is scheduled for July or August of this year."
In the meantime, the Army is finishing up production of the Block II version of the venerable gunship.
The Army is down a fleet of less than 18 A-model Apaches "in tactical units" which need to be rebuilt into Block II aircraft, Openshaw said. The last of those remaining A-model aircraft will begin being remanufactured in May, he said. They will be the last Block II Apaches the Army is buying and will be delivered next summer.
"This comes at the just the right time. You just slip this through just as the budgets were shrinking down," said Dan Goure, an analyst at the Lexington Institute, Arlington, Va. "And now you have an attack helicopter fleet that will last you for quite a while."
Goure said the Block III will likely weather the looming budgetary cuts - which many expect will hit the U.S. ground forces the hardest - largely intact. "It's so close to being finished, if you don't, you'll end up with the additional cost for a very long time of a split fleet," he said, noting also that the AH-64D will be the core of the U.S. attack helicopter fleet for decades to come and will need to continue to be upgraded.
The Apache will continue evolve over the years, and will continue to add new technologies and new capabilities just as it always has, Openshaw said. The soon-to-be-operational Block III helicopter adds level-four control of unmanned aircraft, which means Apache pilots will be able control a drone's sensors and set way points for the remotely operated machine. By contrast the Block II offered only the ability to view video imagery from an unmanned aircraft.
An upgraded Apache might eventually pave the way for next generation helicopters that might emerge from the Army's Joint Multi-Role (JMR) project, Openshaw said.
"I believe that many of these kinds of technologies that we are current working on today will show up as subtle configuration changes to Apache overtime that will ultimately be the raw material, if you will, that will feed JMR," Openshaw said.

DoD OKs Army's $5.7B Aircraft Survivability Effort


The Pentagon has signed off on the U.S. Army's plan to spend $5.7 billion on anti-missile defenses for helicopters.

In a Dec. 28 memo, acting Pentagon acquisition chief Frank Kendall gave the service permission to begin the technology development phase for the Common Infrared Countermeasure (CIRCM) program.
Infrared countermeasures are used to confuse incoming missiles' guidance systems and thereby protect aircraft from being hit.
Attached to Kendall's memo was a cost chart for the CIRCM program produced by the Defense Department's Cost Assessment Program Evaluation (CAPE) office, a group within the Office of the Secretary of Defense that provides independent cost estimates and advice for DoD decision-makers.
According to the chart, the total acquisition cost for the program is $5.7 billion. That includes $815 million for research and development, $3.3 billion for procurement and $1.6 billion in operation and support costs.
Kendall says the Army is to keep funding for the program under $225 million per year. Procurement of the systems does not begin to ramp up until 2017, according to the CAPE chart.
CAPE has estimated an average unit procurement cost for the system of $2.5 million.
Kendall's memo indicates that he has also approved the criteria that will be used to determine whether the program has successfully completed its development phase.
There are several companies competing for the technology development part of the program, including Northrop Grumman, BAE Systems, ITT, Lockheed Martin and Raytheon.
CIRCM is intended as an improved, lighter-weight version of Advanced Threat Infrared Countermeasures (ATIRCM), which was canceled and restructured after the Pentagon and Army officials determined the ATIRCM system to be too heavy for any helicopter other than the CH-47 Chinook.
After this discovery, the Pentagon and Army decided to reduce the ATIRCM buy, causing a breach of the Nunn-McCurdy statute, which requires the Pentagon to notify Congress when major defense programs experience substantial cost growth.
The Army declared a critical Nunn-McCurdy breach for ATIRCM in March 2010.
However, the Army was given permission to buy 83 ATIRCM systems to respond to an urgent request for CH-47s flying in Afghanistan.

U.S. Navy Frees Iranian Sailors from Pirates

For about six weeks, the fishing boat moved around attracting little attention, its average appearance masking evil intentions.

The picture of innocence began to change Jan. 5.
In reality, the vessel and its crew of Iranian sailors was being held hostage by pirates. The Al Molai became a mother ship for smaller boats apparently carrying Somalis bent on attacking merchant ships.
The end of the Al Molai's pirate career began when the Bahamas-registered cargo ship Sunrise issued a distress call around 8:30 a.m. A group of suspected pirates in a small, 15-foot open skiff was, according to the master of the Sunrise, attacking his ship.
The nearby U.S. aircraft carrier John C. Stennis heard the radio call and dispatched the escorting cruiser Mobile Bay to move in. When an MH-60S helicopter from Helicopter Anti-submarine Squadron 8, Detachment 1 operating from the cruiser approached, the six people aboard the skiff tossed a number of objects in the water.
"We suspected the objects to be RPGs [rocket-propelled grenade launchers] and rifles," Rear Adm. Craig Faller, commander of the John C. Stennis carrier strike group, told reporters during a conference call from his flagship on Jan. 6.
According to Faller, the suspected pirates surrendered to the helicopter. The cruiser moved in and sent over a boarding team, but no direct evidence was found to hold the Somalis. Despite being found about 175 miles at sea, southeast of Muscat, Oman, the skiff's sailors feigned innocence.
"They told us they were operating in the area for fun," Faller said. "We didn't think so."
Released, the suspected pirates set off on a course for an unknown destination. The helicopter followed at a distance. Soon, the small boat approached an Iranian-flagged dhow. The destroyer Kidd, patrolling in the region against pirates since mid-November, was vectored in, and its embarked MH-60R helicopter from Helicopter Maritime Strike Squadron 71, Detachment 3, took over from the Mobile Bay's helo.
Asked by reporters on the conference call if it was clear it a pirate situation was at hand, Cmdr. Jennifer Ellinger, the destroyer's commanding officer, was confident.
"Yes, definitely," she said.
The helicopters "observed there were Middle Eastern as well as Somalis on board the craft," Ellinger said. "But when we talked bridge-to-bridge they indicated they were Iranian and there were no foreigners aboard, which we knew not to be true," she said.
The dhow's master spoke to the Americans over the radio in Urdu, a language widely spoken in Pakistan. The pirates were unable to follow along, but an Urdu-speaker aboard the Kidd had no trouble translating.
"When we talked to the master, it was clear he was under duress," Ellinger said. "He said they were physically abused, they were scared. They invited us to come over. We reassured them that we would be on the way."
According to Ellinger, the master told the pirates the Americans were coming on board and they knew they were there.
"He convinced them to surrender," she said.
The destroyer drew up to the dhow with guns manned and ready. "Basically it was a forceful approach," Ellinger said. "We asked them all to come topside and surrender their weapons."
The pirates put down their weapons but then tried to hide. When the American boarding team arrived, the master helpfully pointed out all the hiding places, and 15 suspected pirates were taken into custody without any shots being fired.
The 13 freed Iranian fishermen were ecstatic.
"We brought food and meals," Ellinger said. "They had no refrigerator, it was broken. They were relying on fishing to get food, although the pirates had some fruit and provisions."
The Iranian sailors "were extremely grateful," Ellinger said. "Their morale continued to increase as we removed the Somali pirates."
The pirates were transferred on Jan. 6 to the Stennis, where they were still being held on Jan. 7.
"The pirates are under our custody and evidence is being gathered," Faller said. "This will be referred to the interagency in the U.S. to determine what will occur."
The pirates would be treated appropriately, Faller told reporters. "As bad as they are, they deserve humane treatment like any person."
Provisioned with food and wearing Kidd ball caps, the Iranians sailed off to return to their home port.
UNAWARE OF CONTROVERSY
Faller said neither the Iranian fishermen nor the pirates seemed to have any awareness of the recent tensions between Iran and the U.S. over transits of the Strait of Hormuz, the passageway between the Persian Gulf and the Arabian Sea.
Shortly after the Stennis left the Gulf earlier this week, Iran's Army chief threatened the U.S. Navy and declared that the carrier would not be allowed back in. The threat was issued at the conclusion of a major 10-day Iranian naval exercise, and as new economic sanctions were slapped on Iran by the U.S. and other Western nations.
Despite the heated rhetoric from Tehran, the U.S. has sought to downplay the situation. Asked if the U.S. was exploiting the rescue of the Iranian sailors for publicity reasons, Faller was adamant.
"No sir. We didn't have a vision we'd be on a conference call tonight talking about it," he said during the conference call.
"The Navy is just doing its job out here. Conducting combat operations over Afghanistan and maintaining freedom of the sea."
No response to the rescue has been received from Iran, Faller said, although he acknowledged his forces have recently encountered Iranians.
"We have had interactions at sea with Iranian aircraft and surface ships," he said. "Those interactions have all been professional."
He did not provide further details.
Asked if the Stennis might go back through Hormuz, Faller gave the standard response.
"The Strait of Hormuz is an international strait, and by international law is subject to freedom of navigation," he said. "If it means moving back through the strait that's what we'll do. Right now it's business as usual as we focus on operations over Afghanistan."
"The U.S. Navy has been here for over 60 years," Faller added, "and we'll be here as long as we're needed. On call and ready."

White House Permits Defense Exports to South Sudan


U.S. President Barack Obama has given his approval for the sale of weapons and defense services to South Sudan, possibly paving the way for purchases of air defense systems, equipment the South has been asking for since before its independence.

In a Jan. 6 memo sent to Secretary of State Hillary Clinton, Obama said that the "furnishing of defense articles and defense services to the Republic of South Sudan will strengthen the security of the United States and promote world peace."
The Republic of South Sudan, which officially declared its independence from Sudan in July, faces a number of internal and external security challenges.
Inside the country, violent tribal clashes in the state of Jonglei have resulted in the death and displacement of thousands of people. In response, the United Nations has launched major emergency and food distribution operations.
Meanwhile, tensions continue to rise between South Sudan and Sudan, which is accused of attacking the southern country using aerial bombardments.
Sudan ended a decades-long civil war in 2005, at which point the southern region was granted autonomy but not independence.
Last January, South Sudan overwhelmingly voted for its independence from Sudan, news welcomed by the Obama Administration, which, along with the U.S. Congress, has been a strong supporter of the independent state.
However, over the last year, attacks and border incursions by the north have continued and some believe the two countries are lurching toward war.
"It is becoming more likely almost by the day," Eric Reeves, a professor at Smith College and a Sudan researcher and analyst, said.
Reeves said he hoped Obama's executive order would allow South Sudan to buy the defensive military capabilities it needs to protect itself.
E.J. Hogendoorn, Horn of Africa project director at the International Crisis Group, called the order "quite significant given the fact that there has been a very significant ramp of tensions between Sudan and the Republic of South Sudan."
"I have to imagine that part of the discussion within the administration was: 'What kind of signal does this send?'" Hogendoorn said.
Sudan's military capabilities far surpass those of South Sudan.
Sudan's air force includes MiG-29 Russian fighter jets, Soviet-built Hind helicopter gunships and troop transport aircraft.
The approval from the White House could open the door for South Sudan to acquire air defense systems, which some advocates of South Sudan have argued are long overdue.
"This determination is not a surprise, and indeed many feel as I do that it has been much too long in coming, especially given the enormous security challenges facing South Sudan," Reeves said.
In addition to air defense, South Sudan needs transport helicopters, communications gear and training to convert the Sudan People's Liberation Army (SPLA) from a guerilla force into a modern army, Reeves said. "One of the reasons that violence in Jonglei got out of hand was that both the U.N. and the SPLA had a tremendous amount of difficulty getting people into Pibor," the town under attack.
However, whether the White House's decision on weapons exports changes things on the ground, Reeves said it is too early to tell.
"Let's see what this thing actually translates into," he said. "It's an enabling action, but it does nothing on its own."

Pentagon Mishandling Mi-17 Helo Fleet: IG Report


The U.S. Defense Department has bungled the managing a fleet of Russian-built Mil Mi-17 Hip helicopters, the Pentagon's inspector general said in a report released Jan. 5.
The Pentagon has spent $1.6 billion over the last five years on what it calls non-standard rotary wing aircraft (NSRWA) and plans to spend an additional $1 billion in the future.
"DoD officials did not adequately manage the acquisition and support of NSRWA," the report reads. "Specifically, DoD officials were unable to identify a comprehensive list of all DoD-owned and supported Mi-17s, their total ownership costs, and all planned requirements in support of these aircraft."
That happened because the Pentagon didn't treat the program as a major procurement effort and instead took an ad hoc approach to managing the buy, the report says, and as a result DoD didn't get the most for its money.
The report recommends the Pentagon establish the NSRWA effort as a formal program, draw up proper documentation, consolidate various offices to which the program reports and designate the U.S. Army as executive agent for the aircraft.

Cypriot Protesters Demand British Forces Leave


NICOSIA - Protesters demanding that British forces withdraw from Cyprus clashed with police at a military base, leaving around a dozen people hurt, police said Jan. 2.
Among the injured at the British military base of Akrotiri were demonstrators, police officers and a journalist. State television said at least three people were arrested.
Around 120 people had turned up at the Akrotiri compound near the southern coastal city of Limassol, and the protest got off to a peaceful start before quickly deteriorating.
Demonstrators threw stones, sticks and bottles at the base's police force outside the compound.
Shops and cars were also damaged in the skirmishes with the police, who are mostly Greek Cypriot.
A helicopter was dispatched and loud explosions could also be heard, although police on state television attributed them to firecrackers.
The protest was orchestrated by a new group calling themselves the National Anti-Colonial Platform, with their demands being the immediate withdrawal of British forces from the Mediterranean island.
The group's website vowed to return to a British base to continue their demonstrations.
Britain has retained two sovereign military bases on Cyprus - at Akrotiri in the southwest and Dhekelia in the southeast - since the island gained independence from British rule in 1960.
Last month, Britain confirmed it would retain both, with Defence Secretary Philip Hammond saying they "are in a region of geopolitical importance and high priority for the United Kingdom's long-term national security interests."
The bases, home to some 9,000 personnel and their families, are seen as strategically imperative and have been used by British forces in offenses against Iraq, Afghanistan and Libya.

6 Dead in Sudan Chopper Crash, Fire: Army


KHARTOUM - All six crewmen aboard a Sudanese military helicopter were killed when it crash-landed and burned in North Kordofan state on Dec. 30, the army said.
Fire broke out because of a "technical problem" aboard the Russian-made aircraft three minutes after takeoff from a base at El Obeid, the state capital, army spokesman Sawarmi Khaled Saad told AFP.
The pilot crash-landed in a yard "but the fire destroyed the plane completely and all six crew were killed," he said.
Saad said the chopper was carrying "military equipment" on a logistical mission.
The official SUNA news agency reported that the aircraft was a helicopter gunship.
El Obeid is a base for the Sudanese military but there is no known rebel activity in that immediate area. Sudan's armed forces since June have been battling rebels further south in adjacent South Kordofan state, as well as in Blue Nile state.
On Dec. 29, South Sudan's military spokesman said Sudanese air raids killed 17 people in the border state of Western Bahr al-Ghazal, the second day of stepped-up bombing along the northern frontier.
The spokesman also said bombing had resumed over the previous two days around Jau, a disputed area along the South Kordofan-Unity state border.
Khartoum dismissed the allegations of bombing in Western Bahr al-Ghazal as "incorrect," and accused South Sudan of building up its troops in the Jau area to attack inside Sudan.
South Sudan separated from Sudan in July after an overwhelming vote for independence that followed more than two decades of civil war. Each side has accused the other of supporting rebels inside its borders.

Turkey, France Row May Jeopardize Missile Sale


PARIS - Turkey's suspension of military cooperation with France may make it harder to sell the Franco-Italian Aster 30 air defense missile to the Turkish authorities, a defense executive said Dec. 23.
Ankara froze bilateral defense cooperation and recalled its ambassador to France in retaliation to a new French law making it illegal to deny that genocides took place, including the deaths of Armenians in 1915.
"It doesn't make things easier, that's for sure," the executive said. "That makes relations tense with France."
Eurosam, a joint venture between French electronics company Thales and European missile maker MBDA, is prime contractor for the Sol-Air Moyenne Portée/Terrestre (SAMP/T) ground-based air defense system.
The SAMP/T system is competing in Turkey's tender for a long-range air and missile defense system. It is ranged against the Patriot missile from Lockheed Martin and Raytheon, the S300 from Russia's Rosoboronexport, and the HQ-9 from China Precision Machinery Import-Export Corp. (CPMIEC).
MBDA's team in Turkey is led by its Italian side, as there are strong industrial ties between Italy and Turkey, including cooperation between AgustaWestland and Turkish Aerospace Industries on the T-129 light attack helicopter.
"The SAMP/T offer in Turkey is officially made by Eurosam … but MBDA's Italian arm has effectively been the front office for the offer for a while now due to the ongoing friction between Turkey and France due in part to the genocide issue," said an Italian industrial source.
The SAMP/T is based on the MBDA Aster 30 missile and Thales Arabel multifunction radar. France and Italy were launch customers of the SAMP/T.
Between 2006 and 2010, France delivered a total 203.6 million euros of arms to Turkey, the latest annual report to parliament on French foreign military sales showed.
That made an annual average 40 million euros, or around 1 pct of average annual sales of 4 billion-5 billion euros.
As part of Ankara's response to the new law, French military aircraft cannot overfly or land on Turkish territory, French warships may not dock at its ports, and joint military exercises are canceled.
"From now on, we are revising our relations with France," Turkish Prime Minister Recep Tayyip Erdogan said, AFP reported.
French lawmakers adopted the new law Dec. 22.
